Blair can't actually track witches with his power, nor does he try to find them with it, but when his scenery abruptly changes from city to the middle of the forest he immediately thinks he accidentally found one and pissed them off, and is alarmed.
And then he is very alarmed because all of his magical signatures of people stop pointing at where the people are. Instead the signatures are confused. They haven't disappeared, so presumably the people that own them are still alive, he just - can't find them.
What kind of crazy meta power is this? He stretches out with his power, looking for the nearest person, looking for something like civilization.

The person is outside the house. She is wearing what appears to be plate mail over an indigo bodysuit, but has her helmet off. Her hair is well past shoulder length, an impressive feat given how tightly it curls, and is mainly a distinguished shade of deep brown, except where the sunlight touches it just so and it glints dark gold. She looks like she could be anywhere from sixteen to thirty, and is approximately five feet eleven inches tall, and without question the most beautiful human being he has ever seen.
As for what his power has to say about her...
She has a very flexible outlook, hard to pin down and summarize. She dislikes waste and inefficiency and needless destruction and necessary evils. She approves of making a positive difference in people's lives and matching up a person's skills and temperament to a productive and fulfilling occupation that they will enjoy and do well at. Her favourite hobby is mathematics.

So this is what it's like to fall in love as a vampire. He'd been wondering. He supposes that it's different for other vampires, but for him, it goes like this:
It's like he went for a pleasant stroll, and when he went to take a step he found that the solid ground under his feet fell away and dropped him off a cliff. It's like falling thousands and thousands of feet, into a dark, warm sea. It's like not even realizing he was cold before until he's reminded of what it's like to be warm, warm like the comfort of sleeping in at home and warm like knowing you belong and warm like standing before an enemy that could easily kill you and saying No, this is too important, I'm not backing down. The love songs that compare love to fire make sense to him now - a warm hearth, and a raging inferno. Simple and powerful and something to be respected and taken care of and then strong enough to burn down the world if he just saw reason to light a torch.
Because he would kill for her, he's absolutely certain. If she asked him to put out the stars, he'd seriously consider it. If she asked him to leave her forever, damn himself to an eternity without her - well, it'd kill something in him forever, irrecoverably, but he'd do it. She deserves everything she wants, and if he can, he'll get it for her.
He isn't at a loss of what to do. It's the simplest thing in the world, really.
He drops to one knee; he's aware of the parallel to proposing, but the specific image he invokes is of a knight before royalty.
And then, because he's still himself, he smiles wryly at her. "Hello. Blair Lowell, at your service. It's a pleasure to meet you."

Her surprise at his sudden appearance is very restrained. A slight change in expression, and that's it. Remarkable composure for a human.
"Well, this is unexpected," she says mildly. "Hello."

He makes a complicated face. "... Due to some circumstances I need to explain to you, I would have noticed if the trees bled here. I am very glad they don't. Do you have a place to sit?"

She turns and walks toward the house, gesturing for him to follow. Up a set of stairs that winds around the outside of the building, through a door, and there's a charming little sitting room, tastefully if blockily decorated. She sits on a couch, leaving Blair with his choice of several chairs, another couch, and just standing around like a weirdo.

This means that I am super strong, super fast, have a perfect memory, an activated magic power that was latent when I was human, other various vampire upgrades, and a thirst for blood. I try not to eat people, and the very last thing I ever want to do is hurt you, but open blood is a risk if I smell it. Thankfully I can hold my breath forever, but this doesn't really lend itself well to talking. Just this is fine, I've been pretty diligent about eating regularly and have practice being around and interacting with humans."

"I can reattach my limbs if they're ripped off, I don't have a heartbeat or need to breathe or do anything but consume blood to live, I can consume food but can't digest it and need to cough it up later. I - don't know the actual science behind it, though. Any of it. I don't know if that answered your question or not."

"As I think you've guessed," he says, "there's a bit of a reason for that. I mean, I'm naturally pretty helpful, or try to be, but I'd be more reserved in other circumstances." He considers how to word this. There is no audible pause, because he is a vampire. "One of the traits vampires have is single-target permanent love at first sight with a compatible human or vampire. I was being rather literal when I said 'at your service.'"
He watches for a reaction, ready to reassure her that what he wants is her to be happy, safe and fulfilled and alive if it looks like she's concerned about that, but he won't jump into it just yet. He wants to see her opinion before he goes to try and change it.

"I have no real desires of you except that you make whatever choices you make with as much accurate information as you can get, and that you be - safe, happy, fulfilled, have you be where you want and choose to be," he says, because while he doesn't think she's concerned about that, he feels she might like to hear him say it out loud. "And while I'd also like to have a happily ever after with you, the most important thing is that you get a happily ever after."
